Patient Client Council


The Patient and Client Council is an independent, informed and influential voice for patients, clients, carers and communities on health and social care issues. As a public body that sits within the Health and Social Care family of organisations it has four statutory functions:

  1. To listen and act on people’s views. We represent the interests of the public by engaging with them to obtain their views on services and engaging with Health and Social Care organisations to ensure that the needs and expectations of the public are addressed in the planning, commissioning and delivery of health and social care services.
  2. To encourage people to get involved. We promote the involvement of patients, clients, carers and the public in the design, planning, commissioning and delivery of health and social care.
  3. To help people make a complaint. We provide assistance to individuals making or intending to make a complaint relating to health and social care.
  4. To promote advice and information. We promote the provision of advice and information to the public by the HSC about the design, commissioning and delivery of health and social care services.

Our vision is a health and social care service that is shaped by the experiences of patients, clients, carers and communities.

We have engaged with tens of thousands of people on a wide range of health and social care-related issues through surveys, face-to-face interviews, workshops and contact with the general public at events right across Northern Ireland. In addition, we have supported over 10,000 people to make a complaint about a Health and Social Care service.

Some of the areas where the Patient and Client Council has enabled service users to work in partnership with Health and Social Care to co-design services and deliver meaningful service improvement include: mental health and learning disability, chronic pain and rare diseases, as well as specific conditions such as fibromyalgia, ME, Stage IV endometriosis and recurrent miscarriage.
