Chief Executive - Northern Ireland Ambulance Service HSC Trust (NIAS)

This is a rare opportunity to lead one of Northern Ireland’s most vital public services at a defining moment of transformation.

The Northern Ireland Ambulance Service (NIAS) is seeking to appoint a Chief Executive to lead one of the region’s most critical public services at a time of major transformation across health and social care.

NIAS delivers a range of out of hospital scheduled and unscheduled care services. The organisation operates at the centre of the Health and Social care system in Northern Ireland. The service has significantly transformed in recent years and services and now provides a wide range of out of hospital care.

This appointment represents a unique opportunity to shape the future of this critical service, influence regional reform, and deliver lasting impact for patients, communities and staff across Northern Ireland.

The successful candidate will lead a highly skilled workforce, drive large-scale transformation, and influence reform across the wider health and social care system.

This is a senior system leadership role — about reform, influence and impact, not just organisational management.

The Role

The Chief Executive will hold full accountability for the leadership, performance, strategy and governance of the organisation. Reporting to the Trust Board and working closely with the Department of Health and system partners.

You will:

  • Lead NIAS’s strategic transformation and modernisation
  • Influence regional health and social care reform
  • Build powerful partnerships across government, health, social care and emergency services
  • Champion innovation, culture and service excellence
  • Lead with integrity, compassion and authority
  • Lead a highly skilled and motivated multidisciplinary workforce.

We are seeking:

A senior, credible leader with a strong track record in transformation, complex stakeholder environments and system-level leadership — someone who can inspire trust, deliver change and lead at scale. A leader with integrity, capable of leading cultural transformation in line with HSC values of Excellence, Openness and Honesty, Compassion and Working Together.

You will bring:

  • Senior executive leadership experience within large, complex organisations
  • Proven success delivering large-scale transformation and reform programmes
  • Experience operating in complex stakeholder, political or regulatory environments
  • Strong governance, strategic and financial leadership capability
  • Demonstrated ability to influence across organisational and system boundaries
  • A values-led leadership style with a strong commitment to public service, inclusion and staff wellbeing
