The Successful Candidate will be the PHA lead expert with responsibility for effective commissioning and accountability for coordination and quality assurance of Public Health Screening & Health Protection Programmes to the population of Northern Ireland. This will involve leading and supporting the planning, commissioning, improvement and performance management of high quality, equitable services which address public health and social well-being needs.

Using the evidence base derived from local, national and international best practice and considering its applicability in Northern Ireland and taking account of national programme standards, the post holder, will be responsible for the strategic development and vision of service reform initiatives in the area of Commissioning & Screening.

The postholder will lead a regional programme to support reform and modernisation across a range of Public Health Screening & Health Protection Programmes. Health protection commissioning will initially focus on immunisation, surveillance and public health laboratory services. This will include the development of novel surveillance systems such as waste water surveillance and ensuring commissioning of local and UK reference laboratories meets the needs of the health protection service, taking account of rapidly developing areas such as pathogen genomics.

With development of inter Trust working and collaboration with various bodies and agencies both within and outside NI, this will include service redesign and reconfiguration of services. This will include development of new approaches with identification of how technology could be developed to support such.

The postholder will provide leadership to staff working in screening and the commissioning of vaccination, laboratory and public health services holding overall responsibility for line management of those within these teams, overseeing the effective financial management and the efficient use of all resources.

In undertaking their role, the postholder will ensure they contribute fully and appropriately to the Agency’s strategic aims, the promotion of the Agency’s values and fostering a culture of collective leadership.
